في اجتماع بارز عبر عن الالتزام المشترك لتعزيز حقوق المرأة وبناء السلام الشامل، عقدت #هيئة_الأمم_المتحدة_للمرأة و #الدائرة_الوطنية_للمرأة_العراقية حوارا استراتيجيا رفيع المستوى لاستعراض الآلية التنفيذية للخطة الوطنية الثالثة للعراق بشأن المرأة والأمن والسلام. وقد جمع هذا الحدث الشركاء الرئيسين من الوزارات والجهات الحكومية ومنظمات المجتمع المدني والمجتمع الدولي والدبلوماسي، بهدف تعزيز تنفيذ أجندة المرأة والأمن والسلام في العراق.

تعكس الخطة الوطنية الثالثة التزام العراق المستمر بتحقيق أهداف #قرار_مجلس_الأمن_الدولي_1325 والقرارات اللاحقة المتعلقة بأجندة المرأة والأمن والسلام. والتي تبنى على ما تم تحقيقه في الخطتين الوطنيتين السابقتين، مع التركيز على مواجهة التحديات واعطاء الاولوية لادماج للنساء في عمليات بناء السلام والوقاية من النزاعات ومرحلة التعافي ما بعد الصراع.

افتتحت الدكتورة يسرى محسن كريم – مدير عام الدائرة الوطنية للمرأة العراقية الاجتماع بكلمة جاء فيها "ان ما يميز هذه الخطة هو أنها ليست وطنية فقط في إعدادها، بل تشاركية أيضا في تنفيذها، إذ تهدف إلى توحيد جهود الوزارات الأمنية، والوزارات الساندة، والمؤسسات المحلية، بالتعاون مع الشركاء الدوليين ومنظمات المجتمع المدني.". من جانبه، شدد السيد أجاي ماديوالي - ممثل هيئة الأمم المتحدة للمرأة في العراق، على أهمية مواصلة الجهود لتعزيز أجندة المرأة والأمن والسلام "لقد حان الوقت للانتقال من الالتزام الى التنفيذ، ومن الوعود إلى التقدم. دعونا نجعل من هذه الخطة الوطنية الثالثة نقطة تحول من خلال العمل الجماعي الذي يهدف إلى احداث تغيير ملموس في حياة النساء والفتيات العراقيات."

تضمن الاجتماع عرضا شاملا للخطة الوطنية الثالثة قدمته الدائرة الوطنية للمرأة العراقية، حيث تم تسليط الضوء على الركائز الأساسية والأهداف وآليات المساءلة والتنسيق. تبعه نقاشا حول دور الجهات الحكومية في ترجمة الخطة إلى سياسات وبرامج قابلة للتنفيذ، إلى جانب استعراض المساهمات الحيوية لمنظمات المجتمع المدني، ولا سيما منظمات حقوق المرأة، في متابعة تنفيذ الخطة والمشاركة في صياغتها. وشكل الاجتماع محطة جديدة تعكس الالتزامات المتجددة لأجندة المرأة والأمن والسلام في العراق، مؤكدةً على المسؤولية المشتركة بين جميع الجهات لضمان تنفيذ فعال ومستدام للخطة الوطنية الثالثة.

Strategic Dialogue in Baghdad Highlights Iraq’s Third National Action Plan on Women, Peace and Security

Baghdad, Iraq – 15 April 2025 – In a significant event of joint commitment to enhance women rights and inclusive peacebuilding, #UNWomen and the #NationalDirectorateForIraqiWomen (NDIW) co-hosted a high-level strategic dialogue to officially present Iraq’s Third National Action Plan on Women, Peace and Security (WPS). The event convened key stakeholders from government ministries and entities, civil society organizations, and the international and diplomatic community to advance the implementation of the WPS agenda in Iraq.

The Third National Action Plan reflects Iraq’s sustained commitment to fulfilling the objectives of #UNSCR1325 and subsequent WPS resolutions. It builds on the achievements of the first and second NAPs while addressing emerging challenges and prioritizing the meaningful inclusion of women in peacebuilding, conflict prevention, and post-conflict recovery processes.

Dr. Yousra Mohsen Karim, Director General of the NDIW, opened the event with a remarkable speech stating "What distinguishes this plan is that it is not only national in its formulation but also collaborative in its implementation. It seeks to integrate the efforts of security ministries, supporting ministries, and local institutions in cooperation with international partners and civil society organizations." Mr. Ajay Madiwale, UN Women Representative for Iraq addressed the importance of continued efforts of advancing women, peace and security agenda "Now is the time to move from commitment to delivery, from promise to progress. Let this Third National Action Plan be a turning point where collective action leads to meaningful change in the lives of Iraqi women and girls.

The event featured a comprehensive presentation of the Third NAP by the NDIW, highlighting key pillars, goals, and mechanisms for accountability and coordination. This was followed by a focused discussion on the role of government entities in translating the plan into actionable policies and programs, and the vital contributions of civil society organizations, especially women’s rights groups, in monitoring, implementing, and shaping the plan. This event marked a renewed momentum in Iraq’s Women, Peace and Security agenda, reaffirming the shared responsibility of all actors to ensure the plan’s successful implementation and long-term sustainability.
